Let me get this straight> a developer requests water and sewer from the
city, the land owners along the way pay for it and the developer makes a
huge profit with each home he sells? Why? The developer should be paying
the entire installation fee. If my cousin and the other land owners dish
out 12,000. for water and sewer that is running past her house to the
development she is paying for the developer's need. It makes absolutely no
sense that citizens pay for this to run in front of their homes when they
did not request it. They are providing a service for the developer. If
this were happening in front of my home I would be beyond irate.
no matter how many times or ways it is answered I still do not understand
it.
the WG&D is getting water and sewer basicly free of charge, while citizens
like my cousin out on hwy 43 are paying 12,000. for hook ups. She is a
widow and has told me that she did attend several council meetings when she
started receiving information about this in the mail. She has also told me
that people are taking out loans to pay for these hook ups. What kind of a
situation is this that is putting pressure on these land owners to pay for
hook ups they do not want?
The residents did not ask for water and sewer as did WG&D. Why in the name
of heaven should taxpayers pay for the easement? none of this makes sense
to me nor does it sound ethical. It may all be perfectly legal, but it
surely does not sound ethical.

What doesn't make sense to me about the easement deal between the city
and Winona G&D is; WG&D made a request to the city asking that city
sewer and water be provided to them. The city didn't first ask "WG&D, can
we sell you city sewer and water services?" Now WG&D wants city
taxpayers to pay for an easement so that the city can fulfill their own
request and bring city water and sewer service to them. Sounds like
someone sold an Eskimo an icebox for almost $700,000 bucks!

Mrs. Turek,
Individuals or governments typically pay to acquire easements.
The City of Winona paid for several easements on this project. The cost
of the WG&D easement per square foot was much much less than the
neighboring townhouse association.
No "known" conspiracy.

I will ask again, how does this apply to the Country Club which is not
being
charged anything? Linda your cousin may want to ask this question. Why
is one
person being treated differently than another. Why isn't the Country
Club
paying for hook up, and your cousin must? When will the city play by
the rules
and answer to the people that pay their wages? Janice

Linda Fort,
The City of Winona charges either $17,000 per acre of
developable property if it is subdivided, or $10,000 per lot if it
existed prior to 10/01/01. This is for the access to water and sewer.
The individual service lines must be constructed and owned by the
property owner. Those lines are the ones that run from the trunk
lines
in the street to the house. Some times when a project goes by a
property the service line will be stubbed out to the edge of the road.
That is intended to avoid tearing up the road in the future. At the
time of the property owners hook up they will be charged that cost as
well. This could be the case of your cousin. Your cousin can call me
and I will get the specific information for him or her.
With this policy any one who uses the water and sewer utility
will pay for that benefit rather than have all those costs spread to
all
other utility users in the community. Those that do not hook up do
not
pay any charges. The old policy was to run water and sewer to a
subdivision for no cost to the developer. That old policy was wisely
changed by the council a couple of years ago.
