Let's take the student issue one step further.  Why should we allow anyone
to vote to raise any taxes on anyone other than themselves unless the tax it
is a flat tax so that each piece of property receives the same flat tax bill
and is allotted one vote?  Why should you get to vote an increase in
spending on any public project if you do not pay the same amount as I to pay
for them?  Why to we allow anyone to vote on any taxes without proportionate
representation?  Should our votes be like stockholders shares, the more
shares you own, or assets you have, the more votes you get because you will
pay the same tax per share but more in total? 

Should people be allowed to be elected to public office if they propose to
increase or lower taxes on any group, corporation (owned by individuals)
that is disproportionate to the impact on the payers of the tax unless those
that pay the tax voted for them?

The whole issue of the students, is to me, is as basic as the one that has
been around since the founders of the constitution decided to have two
Senators from each state and the House elected by representation base on
population.

It is my understanding in California that some school referendums for
capital funds have been funded using a flat tax per lot of record.  That way
developers, existing property owners and corporations have been less
reluctant to approve bonding issues since they know across the board that
every lot pays the same. This also allows new subdivision to pay part of the
up front costs to join the community.  We have done this for years in
Minnesota in part when new subdivision are required to build their streets
to standards before they are turned over to the community to maintain.  We
have also used this for Park Funds and new parks as part of a developers
cost to buy into our community.
