I apologize to Joliene and Craig for asking my
question in such an ambiguous fashion. Perhaps due to the varying ways
people interpret what they read, it could be that the purpose and
intent of my question was unclear.
We could make a bunch of legal eagles rich
arguing whether or not the district paid efforts were meant to inform and
educate or if they were intended to threaten, coerce, and intimidate
people into voting yes.
But let's not play word games.
I'll simply ask my question in a different
way;
How many books could have been bought
and programs reinstated with the thousands of dollars spent by the district on
media, the time dollar value of staff resources used, and the dollar
value of private donations used to inform and
educate the voters?
Would those who participated in
educating the public on the referendum care to share those figures with the
public?

Subject: [Winona] paying for ad for
campaigns

Craig Brooks is correct. The law allows for
school districts to spend money for only TWO reasons:
1) to educate the public
2) urge them to go to the polls
and vote
They are NOT allowed to pay for advertising to urge the
voter to vote yes or no on any issue.
Speakers from the district are not paid to address
groups to educate them. That time is volunteered as they have their
regular job to do (which by the way, are truly overwhelming with so many cuts
made in administration and teaching faculty and support staff)
Any ads or signs that were out there urging a
'yes' vote were all done by private donations. That is the
Law.
