Supposedly, with Concannon they are coming back with the unlimited license- though I can't get a straight answer out of Cisco yet. I did hear that pricing will be on the scale of $400,000 for the site license- but like most things with this product line, it can be hard to get the real (or consistent) story, so I'm taking this with a grain of salt so far. Also, can't really get any guidance from Cisco on "allowed"/recommended WCS configurations that wouldn't cost double for AP licenses.

Existing unlimited license were converted to a 2500 AP license.
