I have used 20 - 40 users per AP for years.  Just recently I was speaking with a person I view as a WiFi "guru" and he had suggested 15 - 30.

Either way it depends on what the end user is going to be doing.  If you truly don't know, I would suggest taking caution and using the lower number per AP.

Of course now we are saying per Antenna instead of AP since some of the APs we have use more than one radio.
