have any references for this version of the story?  it looks to me like 
lots of folks have been using 169.254/16 for similar purposes for a while, 
now.  apple and microsoft both started using this net for their 
auto-configuration stuff at about the same time:

as long as packets to/from 169.254/16 don't leave their segment, it would 
seem to be within the spirit of "link-local" reservation.
