You are all probably correct. I will play with a few things and see.

It's been I while since my EE days but I must agree with Daniel on this one.
Sounds like you are in somewhat of a Faraday Cage, like they use in MRI
scanner labs and CIA buildings to keep out RF signals. The walls are
probably grounded as well, which is not a good thing to do with the signal
conductor part of your coax lead.
I also wonder if the reflective attributes of the panels would add some
nasty multi-path interference an AP inside the room. Good luck with it.

Strange building problem. One of the rooms in our temporary office space
apparently used to be a commercial kitchen. The shared walls are covered in
stainless steel.

Has anyone tried to use a large piece of metal for an antenna, apart from
the radiation patterns not being uniform?
