Hello Albert,
The bands often generally called "3.5" actually is somewhat generic for a
wide range of band, around 2.6-4.2 that is licensed per market with very
diffedrent rules around the world. Differing rules relate to channel width,
power, type modulation, FDD or TDD, etc. This means that building for these
bands can be challenging, so few vendors build for them, or if they do, they
only build for more common ranges. In other words, it is expensive to build
and type quality per market all the variations (we have literally hundreds
of part numbers that relate to "3.5"). 

We are one of those few that build for (and have sold several hundred
thousand units) many band ranges. You mention BreezeACCESS as being pricey.
In fact, in 3.5, it is about the lowest cost platform on the market, which
is why we have not only larger carriers using it, but smaller ISPs as well.

Also, I do not know about which 3.5 of ours your refer. BreezeACCESS in
3.5GHz actually has 2 modulation versions, spread spectrum frequency hopping
and NLOS OFDM, with the OFDM version being a bit more expensive.

If these options are not possible for you, you may want to look on e-Bay for
product. Lots of 3.5 companies (I am talking about vendors) have gone away
and there is likely second hand product that can be found as a result. Just
be aware of the risks of using product that cannot be returned, replaced, or
supported.

My company operate in Moscow, Russia and due to poor regulation practice,
this ISM band is very 'dirty' by pirates who deploy powerful devices in this
band.
So we have to look at other frequencies and standards
