With regards to reducing your output(tx)
power Cisco is the only manufacturer, I know of, that allows this. If
your budget allows Cisco 350BR units would suit nicely and they also
incorporate POE. Really they are built for this sort of operation and could
easily be secured inside a weatherproof box, etc.

Also worth mentioning the Orinoco Wavepoint-II
(picked up for a comparatively small cost on eBay) operates from standard PCMCIA
cards (includes two wireless interfaces) and has the ability
to function with POE units (marketed by avaya/orinoco).
The database idea you mentioned seems a good one,
but then im not a web designer so can't really offer any advice
there.
