If one complies with the FCC rules and ones bridge does not exceed the FCC
limits does this setup need to be certified?
According to the rules, yes.

Configuration. Amps are a special case, btw.
I take from your answer the Paperwork is the difference and the performance
is not substantially different?
Testing and submission are the difference.
If you don't put an amp on it, however, it is unlikely that the FCC cares much. (My
opinion.) The FCC doesn't
care much about antenna gain (again my opinion), since they know that all other things
being equal, increased
gain brings decreased coverage, and with decreased coverage comes less 'interference'.
As a reminder, part 15 says, "thou shalt not cause harmful interference, and thou
shalt accept all
interference without complaint."
So (again, in my opinion), the FCC won't be 'shutting down' anything that is a
combination of a WAP11 with a different
antenna attached. Amps, again, are very, very different. Offer a bridge with
associate antenna for sale, and, again,
big difference. (See: commerce clause, US Constitution)
