Sounds promising.  I was back in DC a couple of months ago and one
of the FCC folks asked what they could do for us.  I suggested they
change certification to get rid of the "system" concept.  Equipement
can be certified by themselves.  Transmitters, amps, etc and it
would be the responsiblity of the user to not combine all to exceed
15.247 and 15.407.  The current rules do not help development like
what BARWN and SFLAN is doing.
