A good resource for passive repeaters is the company that specializes in this called Microflect (now Valmont/Microflect) <http://www.valmont.com/communication/communication6.shtml>. They use to put out a book that details the path calculations for passive reflectors such as billboards. In it, you calculate the freespace loss for both links.
