Ray,  The most likely cause is the wasps are swarming
for their Fall mating season.  NASA had the same
problem with wasps on the launch towers.  The issue is
every late August to December the males wasps seek
(and fight) for the highest point in their local
vicinity.  The male wasps are focused on getting their
pheremones out to the farthest point to attract nearby
female wasps.  According to an entomologist hired by
NASA it appears the males wasps are mistaking any
nearby tower for a tall tree or snag.  And yes they
are docile since they are focused on finding a female
not a tower climber :)
