The Level3 depeer was caused by Level3, not Cogent. It has the same effect,
but a different cause.

The Cogent/Level3 depeer was a big deal and hurt a lot of companies. The
problem with Cogent is they use these depeers to send a message, so they
purposely inflict pain on the network's customers that depeers.
Apparently, nLayer is getting depeered from Cogent as well.
