Agreed with everything that charles is saying here. Your network generally needs to support edge device ( cpe ) priortization and QOS that controls the jitter, packetloss, and latency of a given packet. Not many solutions in BWA support this very well. PPS is definitely part of it, but the scheduler is just as important.
