The Soekris boards are basically low-end PCs, and work quite well for 
that purpose.

If you don't like their brand for whatever reason, there are plenty of 
options - there are a few mini-ATX boards that would fit the bill 
nicely. I've used mini-box.com for a couple projects like that; they 
carry just about every part you'd need, and they'll even assemble the 
system for you if you're not comfortable working with those tiny power 
supplies.

Heck, you might even be able to buy a netbook PC, leave it closed, and 
install whatever software you like on it. They're small, cheap, and have 
their own battery backup built-in. :D
