My BDDN cable comes 275' down the tower. It runs about 25' horizontal and then up 4'. After almost 5 years, it still oozes gel out at the lower end. I doubt that a wire tie will stop it. The gel is inside the inner jacket with the twisted pairs. No way I see you will get the jacket to stay tight against the conductors without damage to the conductors.
