This is a good question, as I have not had to worry about 900 MHz until really recently when I started worrying about integrating with Shotspotter. I know little about the characteristics of the 900 MHz band, but perhaps it's an issue of demand? Based on my experience, this band is used mostly in the public safety sector, so maybe they charge "just because they can" sorta thing.
