Some are conservatives and don't believe the government should have spent a dime of the ARRA. (I'm conservative, but not that conservative... they should have at least built roads). Some don't want the government red tape. Some have plans and don't want to stray from them. Some don't think they can build a good enough project. Some can't. Some don't need it. Some couldn't handle the work load it would generate.
