Anyone know the answer? This is good if it makes high volume DSL and Cable Co to continue to pay USF fees. But not so good if it makes suburban WISPs have to start paying into the fund. Its a competitive advantage that WISPs dont have to pay the 5% USF tax currently, and needed advantage in the very competitive served markets, since WISPs are usually under dogs in their market.
