I think that depends on what you are trying to do.
If you have a device that emits radiation you don't want out, you want 
to absorb it.  Reflecting it back on yourself could be counter-productive.
If you are trying to keep another source's radiation out of your 
equipment, I do not believe it matters.  Reflect or absorb, just keep it 
out.
I am not sure if the molecular density matters or not.
