I don't think this is good. The last time it was tried we got a bunch of unsustainable business models along with increasing gamesmanship from the ILECs. Besides, the RBOCs are looking for reasons to shutdown their wireline operations anyway. This will only speed that up.
I think we need smarter policy to increase competition. How about fair and reasonable real estate access? WISPA should be all over that one. I know every business WISP has run into an unreasonable landlord.
