Yes, that is the one. Syringa has a beef with the contract in general, mine is more about the last mile portion. I am very supportive of Syringa's position as well. They have long said they would work with the local providers to help put the network together.
It is going to be very interesting to see what comes in the next week or so. If we could show the Legislators other States that have worked with local providers it would be very helpful. I guess either that, or other States where they didn't and the project did not deliver on its promises.
