This is not true, you can recover files from a formatted drive. We do it all the time. The problem is the more and more it is used the less you can recover. Also, obviously the part of the disk where it wrote the OS during installation will be gone, but fortunately that a lot of times is where it was the first time and the actual "data" files (pictures, documents, music,...) are recoverable.

You might need a file recovery program such as Data Recovery Wizard, etc. Or it may be as simple as rolling it back to an earlier restore date.
