With 10 to 18,000 nodes in a cable citywide deployment you will not have enough spectrum to do that. These new deployments are hard wiring every node to their infrastructure either DOCSIS or fiber. The feature of that is just that your footprint to the end user gets smaller with more interference, your backhaul does not get bothered. Whoever can still connect in the face of interference can still move traffic. New consumer devices with Wi-Fi are being built to use BOTH 2.4 and 5GHz bands.
