How long is the link ? 
If you are dead on with the scopes then you are off on the link :), they scopes 
are always off a bit... 
What firmware are you running ? 

Have you tried the alignment mode ? setup one side a TX and the other as RX and 
then reverse that 
What do you get when you do that... 

Aligning them can be an exercise in patience !
