Jon, Do you have the Tango Server (not the server watcher) service set to automatically restart (in the services control panel)? That could be conflicting with ServerWatcher perhaps. Even when it's restarting it successfully on our server it seems to take a few minutes and leave a few messy comments in the event log, but it does work.
