Might be the dump file which is created in the "variables.Tango_2000_****_Server/" directory is too big and the Tango Server is unable to restart itself because of that.Try cleaning the temporary dump file and then have the Tango Server watcher start automatically.
The dump file name is "Tango_2000_Personal_Server.dump".I had the same problem in Unix environment and clearing this dump helped restarting the Tango server. hope this helps.
