Either way, I've not seen IIS ask the 'user' for the authentication details
when it has problems accessing some local resource.  If IIS didn't have
permissions to get to the plug-in, I'd expect it to just die or come up with
a "500".

What about permissions on the 'scripts' folder where the cgi and plugin are
installed? Perhaps the internet user has not been added there, so that
whenever something tries to execute, IIS hits the scripts folder and looks
for permission...
