As I recall TAFs are sort of "executed" by IIS when you use the plugin.
You generally need to set permissions to allow the user to execute things
in the directory where you keep your TAFs (and maybe the TAFs themselves.)
Guest might not have execute privellege, so IIS is asking for additional
credentials.
