Check the Oterro version number under the ODBC drivers.  
It should be something like 2.50.00.03.

If the last number is a 1 instead of a 3, then you have the single user 
version.
You are only going to be able to connect 1 machine at a time to any give 
data source.
Put a copy of your database in another directory and connect to that 
database on your development machine.  I am sure your web server is also 
connected to the datasource and when the developement machine tries to 
connect, it sees the other one already connected and over the license.
