Until you migrate, you CAN use a text editor solution to the local/request scope thing. In our case, we use BBEdit (which can zip right through an entire folder) and do a global search and replace of "request" to "local" before deploying.

The only downside to this is that if you have text like "Request a copy of..." it gets changed to "local a copy of..." which looks pretty strange. I have these all changed to "Ask for a copy of..." now

(Ditto if you have any text remarks about local businesses, etc.)
