Whether or not a user maintains user scoped variables is 100% dependant on the passing of a valid _userreference. The domains.ini file can only solve the problem of setting a domain scoped variable at domain #1 (say www.website.com) and have it also apply to domain #2 (say www.mywebsite.com). Again, this only applies to variables in the domain scope. User references (and associated variables) are ‘blind’ to the domain that they are in.
