You should think of your question like this:

 Can I set the userKey CV in the domain scope?

The answer is YES (unless W5 changed something on me)

If you assign domain$userKey = <@DOMAIN> you will have the effect you
are looking for you, where users are seemingly all the same to Witango,
but grouped to each domain. Of course, to stitch domains together you
would use domains.ini as we've be discussing, and then set
[EMAIL PROTECTED] = uniquestring.

The default witango.ini sets:

USERKEY=<@USERREFERENCE>

Could I set up my domains.ini:

[Domains]
ABC=ABC Database
 
[ABC]
1=abc
2=abc.dbc.ddd.gov
3=155.155.123.123
USERKEY=abc_shared_user_key

This would have the effect of causing all users of these three domains
to 
have the same value for <@USERREFERENCE>.  If user tracking was 
subsequently needed, users could subsequently be given a unique cookie.
