Don't know where your numbers came from. Here's the fee structure to receive a CC via Paypal:
https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-fees
Receive Funds 1.9% + $0.30 USD to 2.9% + $0.30 USD
You must open a Premier/Business account, but that doesn't seem like a big deal. There's no fee to transfer funds to your bank. To me, it seems like a moderate cost way to accept credit cards.
