A blog is a place where a person can post little articles about their day or whatever else they want to.  Basically though there is an owner of the blog and they are the only ones that can make posts.
 
Other people can leave comments on those posts, but cannot make posts them selves.
 
who knows if they have the same definition in their head though :P
 
blogger.com is a place where you can set up fully functional blogs for free, not sure if it'll fit your/their needs but it's totally configurable and customizable and you can specify css and everything.  one route of many to take
