John, thanks for the reply.  No sooner than the email was sent, I tried 
re-installing the Pervasive Client driver and all worked without error.  Thank 
you for your help anyway; have a great Holiday everyone!

exactly the fix to my problem was.  Did you completely reboot your
computer after modifying the environment variables?
