Yes it is a big issue for me also. I have only been able to make all my
files includes and make them HTML includes then I can edit them.

It would be great if someone were to right an extension that would allow
this to happen because even with includes as HTML when do do <@Rows> it does
not know how to deal with that.

It is a major issue for those of us who work with Web designers because the
depend on Dreamweaver for there stuff.
