I read #4037 bug and checked the link in the document on the websit (http://wixtoolset.org/documentation/manual/v3/xsd/wix/customaction.html) and it takes me to the proposed solution (http://msdn.microsoft.com/library/aa370543.aspx), so it looks like someone has already submitted a code fix.
