okay it is getting better... I make a copy of the C:\Program Files (x86)\WiX Toolset v3.8\bin folder...
then copied all the files that exist in that folder from the binaries I just built... now I can reference the WixBalExtension.dll but surely it has to be a little more simpler than having to copy all the exe's, dll's, and wixlibs?
