The WiX build automatically turns off stuff if you don't have the pre-reqs 
available. That allows one to work on some part of the WiX toolset they are 
interested in without installing the huge list of dependencies necessary to 
build everything.

For example, I don't work on Votive so I don't install all of its numerous 
pre-reqs and my build is faster and more awesome.

I'm able to build WiX with msbuild, however my resulting Wix38.exe is ~10Mb vs. 
the ~22Mb that is currently released.

I'm sure I'm missing something simple, but I'm not quite sure what. It didn't 
install Votive either.

I tried doing the msbuild /p:Configuration=Release 
/p:OFFICIAL_WIX_BUILD=C:\wix.snk but it says I don't have all versions of VS (I 
only have 2010 and 2012 installed).
