Am I missing something? With this pull request, if you don't have any
version of VS installed you still don't get any headers right? Can we just
leave the native SDK MSIs alone and make the core MSI install another copy
to SDK\inc? That way it's not a breaking change (and the Votive C++ CA
projects don't have to be fixed).
