The zip and installer having the same layout benefits users, who might 
need/want to mix installed WiX and WiX-in-version-control, and us, to 
simplify diffing. I'm sensitive to the breaking change -- that's why I 
started this thread. But we've made breaking changes in the SDK before, 
with moving and renaming libraries. We did both in v3.7. It fits under 
the "you have to recompile" compatibility bar we made up in v3.8. :)

The Express issue is tangential to the breaking change. It's been that 
way since v3.6 and this is the first we've heard complaints. I suspect 
that with no Votive support for Express, there's little value in using 
the installer.
