I did a little controlled experimentation first. There's a key nested
under it for my specific start menu which, when deleted, causes
a new install to display its items in the same order as the Shortcut
table. Oddly enough, the Shell doesn't even delete this key when you remove
delete the menu folder item.

I don't plan to mess with it in my setup but it's handy to know I 
can wipe it out and see the shortcuts install as they would for a user.
