More info:  From the log file captured when applying the patch as Guest User,
I can see the problem --

MSI (s) (84:AC) [13:12:31:684]: Certificate of signed file
'C:\Windows\Installer\5b124f33.msp' differs in size with the certificate
authored in the package

I have double checked that the same certificate that I sign the .msp with
using signtool is the same certificate added to the PatchCertificates node
in the WiX source file in the msi (and via Orca I can see the binary is
actually in the MsiDigitalCertificates table).

Is signtool the correct tool to use?  Do I need to include any certificates
in the msp -- I am just signing the msp at the moment.  Do I need to include
anything else in the msi?
