Major upgrades are where the auto-generated GUIDs are expected to work pretty 
well.  It's the patching scenarios that are just killer.

Just to clarify, is that only true for minor upgrades? I thought major upgrades 
would remove files if they are no longer in the msi.

It breaks down whenever files are removed, which is a problem especially for
