My installer is installing a .NET service using ServiceInstall. The ServiceInstall is failing to start the service, I'm pretty sure because of a dependency on the C runtime library. The installer is installing the CRT and policy merge modules, and the MergeRef for these is before the reference to the ServiceInstall's component. Is there any way to control the order such that ServiceInstall does not run until after all dependencies are in place? My only other option would seem to be a custom action fired later on which would start the service.

If you're looking for something to generate fragments and maintain directories of files, I wrote a tool Paraffin to do just that. (http://www.wintellect.com/CS/blogs/jrobbins/archive/2008/12/22/paraffin -3-0-now-with-full-wix-3-0-support.aspx). Disclaimer: as with anything that works with auto generation and MSI it can completely screw up component rules if used incorrectly.
