OK, tell me if I understand the bug correctly. Normally, to dock an application, you drag its undocked appicon to the dock (no Alt pressed for now). Then, to undock it, you drag it with Alt pressed. *Before* commit 9fae35fbc, when dragging an undocked appicon, you could press Alt and still dock the appicon. *After* the commit, if you press Alt while moving an undocked appicon, it won't dock. If your bug is about the difference in behavior before and after the commit, well, at least it's "by design" (admittedly, my design, we can always discuss).
