It does include shaded windows but if you cover shaded windows
with some normal windows you will notice that the shaded window
doesn't rise.

When you turn off the blue panel (the switchpanel) the only way
to know that there are shaded windows around is through the
window list menu.

This is not how things worked in pre 0.9x versions and from my
perspective (after using 0.80.x for many years) the behavior
regarding cycling windows is broken.
Unfortunately this is not the only thing that changed in the
0.9x behavior when compared to 0.80.x and in the fact it was
the main reason for avoiding the 0.9x Windowmaker versions.

Some of them are already fixed. For example, few months ago it
wasn't possible to keep miniwindows and the wmdock in parallel
on the right side of the screen.

There are few more things that need to be fixed but I prefer to
take them one at a time to avoid pressure on the list. :-)
