Probably nobody who knew how to write it never felt the need for it
or never got the time to write it.
I think Fvwm or Fvwm2 had something similar. But this would not be a good
fit for Window Maker which has separate workspaces that are linear (next
to each other) not a big virtual workspace for which the display is a
view. (So you cannot have a window on two workspaces for example.)
